    A 22-year-old Indian fisherman was shot dead today allegedly by the Sri Lankan navy while he was fishing in a mechanised boat at a short distance off Katchatheevu islet, fisheries department officials said.     Umpires will have the authority to send players off for serious breaches of behaviour under updated laws of the game which will be used from October 1, 2017, MCC has confirmed.
